VPRC Activities

Pudhu Vaazhvu Project is implementing various welfare activities through Community Based Organisations and the first and foremost CBO is Village Poverty Reduction Committees (VPRCs). VPRC is formed with 15-20 target people representing Very Poor, Poor, Differently Abled, Youth, PLF and SHG members from various habitations of the Village Panchayat. The Panchayat President is the Ex Officio President of the VPRC. VPRC is having two meetings in a month and important decisions are taken in these meetings. A minimum of Rs. 6.00 Lakhs is provided to each and every VPRC by the District Office in 3 Installment as 40:40:20. Release of further installment is based on achievement of certain milestones. SHG Activities

One of the main important functions of the VPRC is coverage of left out Target Poor into SHGs. Hence new SHGs are formed by VPRCs in Panchayat level in order to make 100 % of inclusion of Target Poor into SHGs. The existing SHGs are also affiliated with the VPRCs in order to get SHG related services like Training, RF, EA, Direct bank Linkages etc. Pudhu Vaazhvu Project is providing Seed Money to newly formed SHGs upto Rs.20,000.00 per SHG immediately after the completion of Community Grading after completion of 3 Moths from the date of Formation of SHG. Credit Rating Exercise is also undertaken after 6 Months of the formation and Revolving Fund of Rs.60,000.00 is provided to each SHG out of which Rs.10,000.00 is subsidy under SGSY Scheme. SHGs are provided Members Training, Office Bearers Training, Book Keeping Training, Micro Credit Preparation Training etc. The Details of SHGs under PVP in Ramanathapuram District is given below.

PLF Activities

The Panchayat Level Federation (PLF) provides a common platform for the SHGs to share their experiences and to voice their problems. The PLF can help to achieve what individual SHGs cannot, by pooling in talent and resources and exploiting economies of scale in both production and marketing. They can also guide and monitor the functioning of SHGs in a Village Panchayat and also form and train new SHGs. As per the Orders of the Government, PLFs are restructured in all PVP Blocks and Habitation Level Committees, Executive Committees and General Body were formed as like democratic institutions. The restructured PLF were also registered under The Tamilnadu Societies Registration Act, 1975. Grading to PLF was also conducted and Rs.1.00 Lakhs is being provided by Mahalir Thittam as PLF Incentive Fund. Apart from this, Pudhu Vaazhvu Project is providing Rs.10.00 Lakhs as Livelihood Corpus Fund in the name of Amutha Surabi Fund to disburse to the members as Microfinance with lower interest (Below 15 %). Differently abled and Vulnerable Welfare

Disability is both a cause and consequence of poverty. Eliminating poverty is unlikely to be achieved unless the rights and special needs of the people with disabilities are taken into account. The overall project objectives for Disabled persons and other Vulnerable Poor is to empower and mainstream the disabled poor and other most vulnerable by proactively including them during social mobilization and institution building of the project thereby improving livelihood opportunities, quality of life and securing their dignity. Pudhu Vaazhvu Project has reserved 40 % of VPRC as special fund earmarked for the Differently abled and vulnerable. national Identity Cards are arranged for the differently abled and they were provided appropriate aids and appliances. Individual Livelihood Assistances were also provided to all differently abled and vulnerable. Moreover Special SHGs were formed in PVP blocks exclusively for the differently abled. An NGO, JK MASS Foundation working exclusively for differently abled in Madurai was selected as Block level Disability Facilitation Agency for 4 Blocks of Ramanathapuram District. Job Oriented Youth Skill Training

Village Poverty Reduction Committees (VPRCs) have developed Youth Data Base for each Panchayat in which the details of youth like name, age, sex, qualification, trade of interest to undergo training etc are collected. From the Youth Data base, interested youth are identified by VPRC and trainings are imparted in partnership with various industries / institutions. VRPCis responsible for successful implementation of the Skill Training within the Panchayat. Twin approaches adopted by VK Project for employment generation for rural youth are:

Employable Skill training: Trainings are organized through reputed industries / institutions and employment arranged.

Cluster Job Fair: Direct employment is created to rural youth by linking the youth with major companies at the Cluster level.

Common Livelihood Groups

Pudhu Vaazhvu Project is providing Individual Livelihood Assistance to the Differently abled and Vulnerable from VPRC Fund. PLF is providing Amutha Surabi Fund to Target Poor through SHGs for livelihood enhancement. Apart from the PVP Funds, Target Poor are accessing various funds from other Departments like RF, EA, Bank Convergences etc. Pudhu Vaazhvu Project is taking effort to form Common Livelihood Groups by bringing the persons involved in the same livelihood activities. This is to support the Target Poor for making Collective Procurements, Collective Marketing etc. at present there are  83 Dairy CLGs, 105 Goat CLGs and  Agri CLGs 17  Garments 4 and other activities CLGS 44 Totally 254 CLGs formed and functioning effectively.

Pudhu Vaazhvu Mental Health Program
Pudhu Vaazhvu Mental Health program (Japan Policy for Human Resource Development) has implemented on 2013 for 15 District of Phase I assisted by World Bank Fund. In Ramanathapuram District Pudhu Vaazhvu Mental Health Programme has implemented to 26 Panchayats of Bogalur Block. This programme for differently abled persons specially for Mental Illness and Mental Retarded persons.

Village Knowledge Centre

In Ramanathapuram District VKC established in Bogalur, Mudukulathur, Paramakudi, Kamuthi and Kadaladi Block. The Village Knowledge Centre functioning 224 Village Panchayats of Ramanathapuram District. In these centres eGovernance activities made like Income Certificate, Community Certificate, Nativity Certificate and other Revenue and Social Welfare online applications . The important features of VKC as below.

  • Poor people can get services in the villages itself
  • People could avoid unnecessary expenses by not going outside the village
  • Livelihood Opportunities can be provided to Youth and rural women by linking them to wage employment.
  • Modern human resource practices for efficient service delivery.

Native Chicken Incubators

The Native Chicken Farming was implemented by the Pudhu Vaazhvu Project in Ramanathapuram District. Native Chicks units supplied to poor people by Government of Tamilnadu. In future, Private Hatcheries could not produce native chick at the same time. Hence Native Chicks Incubators established by SBGF Fund Rs. 3.81 Lakhs in Paramakudi through Vattara Magamai of Pudhu Vaazhvu Project on 29.11.2014. These Incubators may supply native chicks to Ramanathapuram District as well as nearer districts also for meaningful rate.

Transport Facilities to Remote Villages

Pudhu Vaazhvu Project has provided Driving Training to lot of rural youth . Most of the youth trained in Driving have got Batch License and worked as drivers in Private vehicle owners. On the other hand in PVP Area having lots of remote villages without having Bus Transport connectivity. Hence it is planned to select 10 rural youths from PVP Target families who got trained and owned Batch Driving Licence and to be provided Tata Magic Vehicles. In this status proposal submitted to SBGF and got Rs.39.50 Lakhs

In the SBGF Fund 5 Transport vehicles provided to Athikulam, Adhanakurichi, Ulayur, Vengalur and Perunazhi Panchayats and flagged by Thiru. K. Nandha Kumar I.A.S., on 19.03.2015. Next 5 Transport Vehicles provided to Vallanthai, Peraiyur, Valaiyapookulam, Sethurajapuram and Sathanur and flagged by Additional Project Director, Pudhu Vaazhvu Project on 28.04.2015.

Feed Mixing Unit

Pudhu Vaazhvu Project, Ramanathapuram District established a Cattle Feed Manufacturing Unit by Kamadhenu Milk Producers Federation. The investment as Rs. 29.36 Lakhs.The Feed prepared in this unit is analytically examined for crude protein content, moisture, crude fiber and for Gross Energy in the Analytical Labroatory of Veterinary College & Research Institute of Namakkal.This Cattle Feed manufacturing Unit is the only Small Scale Industrial in Southern Region of Tamil Nadu (Madurai, Virudhu Nagar, Sivagangai and Tirunelveli).
